報章報導,“香港民航處延長越南峴港國際機場、越南新山一國際機場及泰國蘇凡納布機場等3個機場往返本港航班管制的有效期限,由原本昨日結束延長至下月5日,有關航班需要每相隔4至6分鐘才處理一班。”,從而指責“新空管系統的問題不斷。”
但民航局在未準備好之前,延期執行似乎是一常規。舉一例子,以下的延期執行影響更大,但由於涉及技術性問題,沒有傳媒跟進。
今次的修訂涉及減少對排行(注1)的飛機之間距離、進場和離場程序,及空管人員如何指揮進場的或離場的飛機以最有效方式飛行(
vectoring ),即改善香港上空的擠迫空域及縮短飛行里數和環保。

這份在今年10月13日由香港民航局發出的“香港航行資料匯編”修訂,表示香港民航局會延遲執行11月10月生效的“國際民用航空組織”的對空管(4444號文件)的新建議(注2)。

Services, Air Traffic Management )是“國際民用航空組織”發出的導航服務和航空交通管理的指導文件。它的第一版是1946年交出。
今年修訂將二架飛行中的飛機的前後距離從30海里減至23海里。(注3)

Implementation of ICAO’s Amendment 7A to the 15th Edition of Procedure for Air
Navigation Services – Air Traffic Management
(PANS-ATM, Doc 4444) in Hong Kong, China
1.
Introduction
1.1 This
AIP SUP serves to announce that Amendment 7A to PANS-ATM, which will become applicable
in other parts of the world from 10 November 2016, will NOT be implemented concurrently
in Hong Kong, China. Currently, Hong Kong, China plans to implement the amendment
in 2017.
2. Details
of Change
2.1 Amongst
others, Amendment 7A to PANS-ATM involves (a) significant changes to current methodology
of clearing aircraft via SIDs and STARs, and (b) the introduction of extensive number
of new ATC/Pilot phraseologies.
2.2 Due to
the deferred implementation of Amendment 7A, (a) the current methodology of clearing
aircraft via SIDs and STARs as well as (b) the ATC phraseologies used by air traffic
controllers in Hong Kong, China will remain unchanged during the interim period
until an appropriate time in 2017 to be confirmed.
2.3 This
deferred implementation is not a difference to ICAO’s requirement and therefore
will not be specified under Hong Kong AIP section GEN 1.7.
3.
Cancellation
3.1 This
AIP SUP will be cancelled when Amendment 7A comes into effect in Hong Kong, China.

Amendment 7 (i.e. Amendments 7-A and 7-B) stems from
proposals developed by the Separation and Airspace Safety Panel (SASP),
